Administrative Staff

Susan Arwood is a legal secretary for the Juvenile Court attorneys of the Public Defender staff. Prior to her employment with the CLO she worked for Judge Gary Wade of the Tennessee Court of Criminal Appeals. She is married and has two sons, and lives with her family in Seymour, Tennessee.

Kay Bolinger joined the Public Defender staff in 1999. She is currently a legal secretary for Criminal Court, Division II attorneys. She is from Maryville, Tennessee, where she lives with her husband.

Beverly Boyd has been a legal secretary and legal assistant for 20 years, mainly for civil lawyers. She moved to Sevierville, Tennessee in March of 2007 from Tallahassee, Florida. She has two daughters and three grandchildren. Since moving to Tennessee, she worked for a private insurance defense firm in Knoxville until August of 2009, when she joined the staff of the Public Defender's Community Law Office.

Melissa Howes joined the Public Defender staff in 2007. She serves as a legal secretary for Criminal Court, Division I attorneys. Melissa lives in Halls with her husband and three children. She enjoys spending time with her children, watching hockey and baseball, and reading.

Melanie Keith worked for Knox County General Sessions and Circuit Courts as a bookkeeper and clerk prior to joining the PD staff in 2002, where she administers the client files for General Sessions Court attorneys.

Charlotte McCloud worked for an insurance claims office for fourteen years before joining the PD staff in 2002. A native of Knoxville, she is a graduate of Carter High School and the Knoxville Business College. She presently works as a legal secretary for General Sessions Court attorneys, and is popular among the whole staff for her excellent pastries and cakes she brings to the office on most Wednesdays.

Rachel Owen graduated cum laude from Maryville College in 2009 with a B.A. in English/Literature and a minor in music. She began working for the CLO in May 2009. She currently lives in Powell and hopes to attend law school in the fall of 2010.

Suzanne Petty graduated from the University of Tennessee and worked at Knox County Circuit Court and Knox County General Sessions Court before joining the CLO administrative staff as an Expungement Coordinator.

Karen Smith is a native of Pikeville, Kentucky and has been a legal secretary for twenty-three years. For most of that time she worked in civil litigation, but has been working for the PD/CLO for over two years as a legal secretary for General Sessions Felony Court attorneys.

Kim Smith joined the PD staff in 1991 as a receptionist. She became a legal secretary for General Sessions Court attorneys in 1992, and for over ten years has provided legal assistance to Criminal Court attorneys as well as Mark Stephens. She is a graduate of Knoxville Business College, and has lived in Knoxville all of her life.

Sylvia Spurling joined the PD staff as a receptionist in 1994. Prior to her employment here she was a Tupperware manager for twenty-five years, and worked for Hallmark for eight years. She has previously held receptionist positions at East Tennessee Baptist Hospital, and has volunteered in church-related projects for needy families in and around the Sevier Heights Baptist Church area. For many years while her sons were in Knox County Schools she was active in PTA, the Red Cross, and the Booster Club.

Roberta Swain attended the University of Tennessee and worked in the College of Architecture prior to becoming a legal secretary for the firm of McKellar Roskind, LLP. She joined the PD staff in 2006 and performs legal secretarial work for the General Sessions attorneys. A California native, she has lived in Tennessee for twenty-three years, and has taken up flyfishing as a favorite hobby.

Fredda Tipton joined the PD staff as an administrative assistant in 2007, handling the accounting and HR/employee benefits for the office. She holds a BS in Accounting from the UT College of Business Administration. A Knoxville native, she grew up in Fort Lauderdale, Florida, before moving back to her hometown, where she lives with her husband and daughter.

Regina Williams joined the CLO in 1995 as a legal secretary for Criminal Court. She left in 2005 to work as a legal assistant for a private law firm, and then returned to the Public Defender's Community Law Office in February 2008. She is a legal secretary for a Criminal/Sessions court trial team.
